fix: 为 go:embed 保留 web/dist 占位文件以通过 CI 测试
CI / docker (push) Has been cancelled
CI 仅执行 go test 不会先构建前端；提交最小 index.html 占位，其余 dist 产物仍由 make web / Dockerfile 生成。

移除本地 Docker 推送脚本，Dockerfile 对接通用 Gitea Actions 工作流；补充 LICENSE、优化 gitignore，并从版本库移除前端构建产物。
