renjue 29f0230453 fix: 为 go:embed 保留 web/dist 占位文件以通过 CI 测试 ...

CI 仅执行 go test 不会先构建前端；提交最小 index.html 占位，其余 dist 产物仍由 make web / Dockerfile 生成。
